Life in uk exemption rejected

hello

my husband is registered blind and we are competing an exemption of the life in the uk test form . If the home office reject this exemption will the whole visa be refused? or will he be given an opportunity to sit the test.

second question

visa expires 9th Jan am I right to assume that as long as the application is submitted online before 9th of Jan then the actually appointment at a service centre can be after this time . the appointment I'm refering to is the one where you hand your documents over and get biometrics.

You should apply and submit etc before his visa expires.
