anyway i noticed on timeline that some guys apply for passport befor getting approval letter
can someone explain this to me .. step by step and what it mean when they deduct monet from your
account for the passport

Under NCS / NDRS if you applied for the passport at the same time then HMPO would deduct the money before they issue the passport to you, after the ceremony.

If you didn't apply for passport ther NCS / NDRS (no longer available) then you have to apply after your ceremony, i.e. only when you are British.
