IHS fee

Hi
I submitted my Tier 1 (Ent) application 4 months ago. Application fee and 3 years IHS fee. Home office returned 1 years IHS fee. What does it mean?
Why they returned it.

Extension is given for 2 years so they refund one years NHS, that’s all. Does not mean much else

I haven't got any letter or correspondence from home office yet regarding grant of extension. So they refund one year fee before giving extension.

It is not clear when they refund. Different people seem to have got it at different times - some months before decision, some days before and some after
