I submitted my Tier 1 (Ent) extension application 4 months ago. Application fee and 3 years IHS fee. Home office returned 1 years IHS fee. What does it mean? Why they returned it.

I haven't got any letter or correspondence from home office yet regarding grant of extension. So they refund one year fee before giving extension.
