Yes it is refunded. Likely after a letter but could be sooner.

To add, if you want to have more guests or the ceremony to be sooner, you can ask for a private ceremony the fee for which is not included and you will have to pay.
But if all you want is the basics (aka Ryanair style just to get there) then everything is included yes.
