New System?

Hopefully we're being stupid and there's a simple solution to this, but it has us confused!

My wife is American, here in the UK currently on a student visa, we are looking to apply for a family visa from here in the UK but cant see how to do it with the new system?

Intention always was to use a premium centre, however under the new system the gov.uk website sends us to visa4uk portal, and when we complete the application it doesn't give the option to select UK as location or to use any UK based service centres, the drop down only shows US.
UKVCAS site only seems applicable once the application has been submitted, but we cant see how to do this!

Does anybody know how to apply for a family visa as a spouse from within the UK?

It is form FLR M for applications within the UK.
