Urgent Advice after having a baby

I made an application after I and my partner had lived together for 20 months. The application was refused, stating that we haven't lived together for 2 years, we are not married and we don't have a baby. My solicitor wrongfully adviced that we go to court, and at the end of the day we lost the case. Then we got married by the approval of the HO and Registry. By then we had lived together for more than 3 years, and I applied again based on the fact that we met two requirement (lived together for over 2 years and also got married) and the HO staff held my application for over a year. When we had our baby I sent the birth certificate to the HO telling them that we've had a baby, and he should please consider my application, but instead, the HO staff quickly ignored the birth's certificate, refused my application, saying that my application is the same as the previous one and will not succeed at court. He did not mention anything about my baby's birth certificate. He pretended as if he did not receive the birth certificate.
A month letter I received the birth certificate from the HO telling me that my application was decided already and if I have any reason to stay in the UK that I should refer to their website.
I sent a letter explaining that the birth certificate was received before the decision was made and they should reconsider my application because of my baby and my wife who are British citizens.
After one month, a different staff from HO replied me saying that my case has been passed to him and would be reconsidered base on the information I have provided, but there's no time bond for deciding on my case. He sent back my baby's birth certificate and said that a copy has been retained for his record.
It has been 5 months now and we haven't heard from them.
A solicitor advised me to bring my baby's red book (birth book) and all the pictures that I took with the baby and he will make a fresh application for me.
PLease is this the right procedure?, I don't want to be misled by solicitors again hence why I'm seeking for advice here.
Is it advisable that I send my baby's Red Book (birth documents) to the HO and remind them of their promise to reconsider my application?
NHS refunded my £500 Health Care Surcharge when the HO initially refused me. Should I also pay the now £1,000 health care surcharge and include the number when sending my baby's red book and family pictures to the HO?
Please advise me.......any advice is much appreciated.
