First of all am very excited and want to thank this forum, it has been of immense help to me right from my residence card application to my PR. I thank especially Mr Obie, all the moderators and forum members. I was lost at a point because about 3 solicitors told me my application will be rejected, I researched a lot and relied on this forum for information, I applied and boom I received my PR exactly 3 weeks.
I applied without ex id and did not have most of her treaty of right records. I got divorced in 2017 and did not apply for retention of right, my residence card was valid till January 2019 so I waited and made the application in January 2019.

Now here is my timeline

Application sent - 16/01/19
Application received - 17/01/19
Payment taken - 22/01/19
Email confirmation - 23/01/19
Biometrics received - 25/01/19
Biometrics submitted - 25/01/19
CoA received - 30/01/19
Email confirmation of PR - 06/2/19
PR card received - 07 /12/18
Documents returned - 13/02/19

Basically in 3 weeks.
One thing I did was I provide a cover letter to explain my situation and why I should be granted PR, I also explained and gave reasons in the cover letter why I could not provide ex id as well as some treaty of right documents of my ex. I asked the home office to rely on my treaty of right instead and exercise any discretion in my favour. I explained that i have endeavoured to unsuccessfully obtain ex id and treaty of right and that i have provide all the document at my disposal.

Good luck to everyone and I pray God grant everyone.

Non-EEA with Retained Rights of Residence and no ex-ID.
The application was rejected the first time (because of the ex-ID), so I submitted again explaining better on the cover letter. This time has been accepted.
