You arrived on 26/06/2009, so your 10 years will complete on 26/06/2019 as the long residence lawful period is starts from the day of your first entry and NOT the visa issue date. You are eligible to apply 28 days in advance which will be late May. You are short of a month.
What is your current visa ?

Hello I just read on gov uk website following things
Your 10-year qualifying period starts from either:

when you arrived in the UK with a visa
when you were given permission to stay in the UK
Currently I hold student visa (tier 4)

The highlighted bit above refers ONLY to a person who was in the UK with no legal status and then got a visa such as Discretionary leave to remain etc. It does NOT refer to Entry Clearance visas.

Your residence starts counting from the date you ENTERED the UK.

What visa do you currently hold??

What is your immigration history and all visas you have held and duration of each?

I appeal against my decision previously bcoz my college licence was revoked and I won my appeal on basis of 60 days time . Home office gave me 60 days to find new sponsors .my passport already expired and take me 3 to 4 weeks for renewal...
