I recently applied for my mother's visa to visit us in the UK. I have received this email with
"Your UK visa application has been issued."
Going through the forums it seems that everyone who got the email with the word "issued" has been granted visa.
My mother has been to Uk about 7 times but her visa in 2016 was refused so just very anxious.
How long does it take for the passport to arrive in the Lahore center after the email was sent?

No it does not. This means that your application refused, as it is clearly mentioned, you should avoid travel plans.

The fingerprint was done in Tehran (VAC) on 3 March 2019.
On 14 March 2019, I got an email from Abudhabi, with the subject “UK visa application-GWF ...” saying that “Dear Customer, Your UK visa application has been issued.”
On 19 March 2019, another email with the subject “Your processed visa application has been received at the Visa Application Centre CRM ...” which said that “The processed visa application for GWF reference number - ... was received at the UK Visa Application Centre on 3/19/2019” was sent to me.
Today, 25 March 2019, my parents got their passports via post and THANKFULLY they were issued VISA.
I shall mention that due to Persian New Year, 20 to 24 of March are holidays in Iran and post offices are closed.
I hope that every body here waiting for visa, will get the best news.
