Parents’ ILR lapsed (Refused Re-Entry), can Family Visa allow them to visit?

Hi, I wonder if anyone has encountered or heard of a similar dilemma we are in at the moment.

In 2005, our Parents (my sister and I are Uk Nationals), arrived on visitor visa. We were able to successfully apply for their ILR. In 2012 they went back to their country of origin to sell some properties. Life became busy there and they weren’t able to return at all.

This year, (they are 80 yo) they were hoping to visit us together with our youngest sister with her children. In the absence of advise on which visa to apply for, they applied for returning resident visa. Unfortunately, my mom wasn’t able to include her old passport with her ILR stamp, but my father did. Then again, they went to their visa appointment with a hospital/clinic TB testing result, which unfortunately, wasn’t from an accredited centre for TB pulmonary screening. Long story made short, they were refused. The IO also noted their answer that they were intending to see and be with us, their children and grandchildren for sometime, hence-construed as visiting and not really to re-settle. To be honest, a visit was actually what they really want to have, a small family get together for a couple of months.

As it is, they were only given a room to submit an administrative review and an appeal was not even mentioned. We checked on the link they gave for administrative review and we find that we don’t have footing to forward a case. But we just hope that they could visit.

Given the above, is there a possibility for them to re-submit a visit visa instead? How would the ilr/re-entry refusal affect a new application? Can they forward an appeal for reconsideration and just give them a chance to visit?

Hope there’d be someone who could shed some light and or give us a more objective POV at this point. Thanks in advance.

Please, if any of our more experienced and knowledgeable members could see any issues or technicalities of applying on a visitor visa given the above situation, it would be highly appreciated. Our parents are having birthdays this April and June and it would be great if we could just be together.

They must apply for a visit visa and provide enough evidence that they will intend to go back after their visit.
