Need guide to calculate 28 days qualifying period

Hi member

I soon will submit my SET M application, i want to submit it on the earliest date.
I entered UK on 4th May 2014 using spouse visa.
The earliest day I can submit, is 7th April 19, or 6th April 19?

I will be very appropriate for your guidance.

6th has already passed so 7th April 2019 which is today
