Urgent help

Hello,
I have been refused a spouse visa after waiting 7 months, their main reason was that i have been in the Uk since 19/01/17 without a Visa, which isnt corect , i only just got to Uk 23/01/17.
They returned most of my documents except my passport.
Also stated that i can't apeal in the Uk that i have to go back to my country and apeal from there and i only have 28 days to apeal.
We are so confused and we dont know what to do , we didn't meet the financial requirements as my partner isnt working full time because he is studying, and i can't apeal from outside Uk because of the financial requirements, we dont have any kids yet.
Every other documents was more than enough.
We tried talking to a lawyer they are charging £2000. We are hoping there is another way we can go with this.
Please any help would be appreciated as we have 20 days left.

I came in to the UK 23/01/17 for study with a teir 4 Visa .
Been with my husband for 5 years before coming to study, we got legally married 7/09/2018, i used the Flr(fp) online application form.
The exact wording of the refusal was "It is noted that your previous leave as Tier 4 visa ended on 10 Jonuary 2017, You
have therefore been without valid leave in the United Kingdom for 007 dAys anu
paragraph 39E does not apply. You therefore fail to fulfil E-LTRP, 2,2.0f Appendix
FM of the Immigration Rules. "
I wasn't in the country at this time.
