ILR from home country - possible??

General question.
A spouse of a UK citizen who was here on a 2 year spouse visa nearing its expiry date and the OP had to make an emergency travel to his/her home country. During his/her stay in home country is it possible to make an ILR/ILE application in embassy? what is the procedure? Comments/suggestion anyone.

13.5 - Spouses/civil partners and how they qualify wrote:For the applicant to qualify for indefinite leave to enter (Rules Paragraph 281 (b)), you must also be satisfied that:

* the couple has been married/in a civil partnership for over four years and living together outside the UK during that time;
* the applicant has sufficient knowledge of the English language and sufficient knowledge about life in the United Kingdom, unless he is under the age of 18 or aged 65 or over at the time he makes his application (see Paragraph 13.15)
