Self-assessment late filling penalty

Please advise on my tier 2 general visa application penalty declaration with below context.

I was contracting for few months before joining permanent employment.
Few days back received a self-assessment late filling penalty notice of £ 100 for 2017-18, during the period no taxes were actually owed as no income was earned.
That self-assessment is filed now and appealed against the penalty on 8-Apr and response should be received within 15 working days.

1. If need to wait for HMRC response before visa application submission?
2. If penalty should be paid with/without mentioning about it in visa application

What visa do you or did you hold when contracing?

Even if no income is earned, you still have to file a self assessment in time, which is why you have been given a penalty, as you did not file it.

Shouldn't affect your Tier 2 General application from home country.

Thanks for quick response, some more context if you may help with.
I need to submit visa application by this week.
Can you please clarify if late filling penalty need to be declared in visa application irrespective of HMRC response on appeal or after paying fine.
Seems no specific category is mentioned for this type and need to go as any other penalty.

Can anyone please confirm that self assessment late filling penalty need to be declared in visa application irrespective of HMRC response on appeal or after paying fine.

Just to update, my appeal against penalty is successful and records are updated after cancelling the penalty.
Anyone has idea if still it may impact on the general tier 2 visa decision?
