I need your advice please
Tier 1 general to ilr - 04/2016
Refused 245(cd) (NOT 322 apply )april 2018
Completed 10year January 2018
Admin review refused
PAP refuse
Filled the JR
Papers refused
Then we had oral hearing(UTT).permission granted and judge clearly said applicant has completed his 10 years before you made the decision and have to consider section 55 as well.
Then waited 35 days and received the latter from goverment legal department to get another 28 days.last day we received a consent letter and it says
Upon the respondent having issued the applicant with a section 120 notice on xx June 2018(AR refusal date)
And upon the respondent the agreeing to treat the Applicant's submission in reply to the section 120 notice as a human rights claim , and agreeing to consider such submission within 3 months of receiving them,absent any special circumstances;
And further upon the parties agreeing that,in light of the respondent's agreement to consider the Applicant's human rights claim, the above - numbered claim for JR can be withdrawn;
BY Consent, it is ordered that
1.the applicant do have leave to withdraw the above-numbered claim for JR
2. There be no order as to cost

Bit confuse about this letter
What this mean
They gonna consider only human rights it means 30months Visa?
Or
10 years long presidency
After sign the letter if they giving us a 30months Visa can we appeal or go for court?
Please advice me.urgent
