Criminal record certificate Letter/Proof

I plan to apply for Tier 2 Dependent visa.
As I have lived in Japan for more than 12 months, I am required to get a criminal record certificate from Japan. When I contacted the Japan Embassy, they asked for a [Letter/Proof from concerned Embassy/Mission where the applicant has applied/intends to apply for visa] to be submitted with my application.

UKVI won't issue such a letter so what are my options?
What documents have people used in the past?
