Family visa at the UK airport for a eu citizen married tunisian woman

Hi I'm a Spanish guy tha just get married 2 month ago with a tunisian girl in Tunisia. I'm living in UK for 5 years and I will stay here. I need my wife here with me, my question is:
can we travell both together to uk without get any previous visa to her to the airport board straight away, just with my marriage certificate original and translate to english , my Spanish family book or any document that prove I'm living here and she is my wife?.. can I get the family visa for her in the airport boards and then we will apply for settle status together from here. thanks so much

She will have to apply EU family permit from outside the UK and without it even the airline wont let her board on to flight.
