Tier 2 visa Extension £30k Requirement and hoe early can I apply

Dear member,
I am on Tier 2 general visa, expiring on 14 August 2019. I am planning to apply for extension. My current salary is £27900 for 32 hours and SOC code is 2429. I have couple of question.
Am I right in thinking that 30 K minimum threshold does not apply to me as my Initial COS we assigned before 24 Nov 2016?
Secondly would I be OK on £27900 for 32 hours as, the experienced salary for my SOC code is £33900 for 39 hours?
When is the earliest I can apply for extension my COS has already been assigned to me, but according to home office and one of the lawyer I asked I can not apply more than 28 days before expiry of visa that would be 17th of July 19. Actually I need to travel on 17th of Oct and if I apply after mid July I doubt that I would get reply by October?
If I go for premium application can i apply only for my self and send my dependants application on same day I get visa via standard application? or do we all need to apply through same mode of application.

Yes

Yes, if the calculation is correct(at the moment), people do it different ways, 33900/39*32

There is no such rule for the type of application you are making, as far as I am aware, the cos assign date should be within 3 months and start date cannot be more than 3 months in future.

No, not necessarily, but please bear in mind that if your dependents apply separately from you, you will have to satisfy maintenance requirement, either by your employer OR maintaining a certain amount(not sure exactly how much) in account for 90 days.

Sorry if the last point was unclear, Yes, you can apply separately as premium and once you have the visa you can apply for the dependents as standard, but you have to meet the maintenance requirement in that case, however if you all apply at the same time you all will get maintenance points automatically.

I have spoken to a legal adviser and according to him as on my COS code the experienced salary is £33900 so I can not get less than £30k even I am working 32 hours.
Not quiet sure what to do? If someone has similar experience and got visa please share
