Spousal Visa (Brazil to UK) language requirement: CEFR level A1 or B1?

The official uk.gov website says I need a CEFR level A1 to apply as a spouse:

Following that instruction, I took the A1 test and passed.

Now that I'm filling my application form, I see this question:

"Did the test assess your speaking and listening skills at a level equivalent to CEFR B1 or higher?"

This question implicates that I need at least a B1 level certificate, does it not?

What is the actual requirement?

Do I need a B1?

I would like to add that if I click on "YES" to answer the question

"Did the test assess your speaking and listening skills at a level equivalent to CEFR B1 or higher?"

Then the following requirement appears on the "DOCUMENTS" page of the form:

"Other documents"

"If you do not provide these documents, your application may be delayed or refused. (Required)"

"The language test certificate for xxxxxxxx to prove the level of English language required"

For first phase of spouse visa only A1 is needed and there seems some error on online application form. Maybe answering yes then in additional info section clarifying it might work.
