Confused because of 10 year Ban

Hello everyone

My name is Muhammad. I have successfully completed LLM international business law from the London (UK) in March 2019. After that I have applied for graduation ceremony along with my parents. However we all have been refused because of my elder brother.

Reason of refusal:
Although elder brother went to the UK in 2010 with his wife. His wife belongs to my dad closest friend. Later on he divorced her because of new women and got married with her and start a new life.
Since he divorced my dad closest friend daughter we were not know his whereabouts. Weather he is in the UK or in Europe because at the time of divorce he said he is going to get married with the European women and he has plan to move there.
Long story short at the time of application we were not aware of his whereabouts it has been identified by Home Office department that he is still in the UK.

As I am a law student I have sent them pre action protocol notice that we rebuts serious allegation needs to remove because of this allegation my career has been badly affected.

Because I have further plan to complete my studies. Before this refusal I got unconditional offer from my old law school campus for a new course. I have secured that offer after paying some initials. I never even over stayed for single day in the UK. I’m a genuine student this 10 year ban ruining my whole career as I have all arrangements for September 2019 intake

Kindly share your mature advice me that am I able to file new application for Tier 4 as a student while I got 10 years ban in standard visit visa application on 3.6 immigration rule that I have provide them wrong material information.
