EU Student and Dependent: Which Visa?

Dear visa experts,

I wasn't sure where to put this, so I'm trying here. I'm an EU citizen (Swedish) starting a one-year master's in September. My wife is Vietnamese, and we both plan (and hope) to live in the UK.

Regarding my wife, what's her best bet for a visa? Is it best to start with a dependent visa and try to convert it to a tier 2 visa? Or directly try to apply for a tier 2 visa?

Any advice highly appreciated.

She needs an HO approved sponsoring employer for Tier 2 General.

Why can she not apply for an EEA Family Permit under the EU directive if you can prove you have Comprehensive Sickness Insurance??
