Applying for a new Tier 2 visa before starting the job

I have a Tier 2 VISA expiring within 6 months based on which I am currently working in the UK.

I have applied for Tier 2 Visa switch based on a new Certificate of Sponsorship (CoS) issued by another employer (E1), I may get it within 6 weeks from now.

Assuming I got a better job offer from another employer (E2), will I be able to apply for a new Tier 2 visa switch before starting my job with E1 or I must start the new job and then apply for a new Tier 2 visa switch based on E2 CoS?

You can change at any time. No requirement to start with E1 first. When you change, you have to pay visa and IHS fees again.

p.s. note that we are all unpaid volunteers, who offered our time and knowledge when and if we can. We all have normal jobs and family commitments!!

I will pay the visa again only for myself, no need to pay again for my dependants.
Regarding the IHS charges, I have to re-pay, but they will refund it for me as I would have paid twice.

If that is correct, then the whole process will ultimately cost me about £700.
