Eligibility for ILR for Tier 2 General

Hi Expert.

When i will be eligible for my ILR application based on my below details. Whether Stamping date or entry date is considered for ILR eligibility.

Visa Stamped on : 14 Jan 2015.
Entry in UK : 30-March 2015 ( Within 90 Days of allowable absence)

I would like to know whether i am eligible to apply ILR

Either 28 Days before stamping date ( i.e December 2019) or
28 Days before the entry date in UK ( March 2020).

Please help me.

You can apply no sooner than within 28 days before the 5th anniversary of the initial visa ISSUE date, if you meet all the requirements.
