Tier-2 to ILR eligibility date

Good afternoon to all the gurus out there,

Posting a question on behalf of a friend who wants to know what would be the earliest date he is eligible to apply for ILR.

His visa history is as below;

Date of visa issue: 08-Feb-2015
Date of entry to UK: 14-June-2015

he is confused whether it is within 28 days of 8th Feb 2015 or 14th June. Also would the more than 120 days initial absence will play any part toward making ILR application?
