Dependent visa & IHS Surcharge refund queries

Hello Everyone.

My wife recently applied on PBS dependent visa to join me in UK (tier 2, 6 june 2019 to 14 dec 2021).
She paid the IHS which is £1000 for visa from 15th Nov. 2019 to 14th Dec 2021. However, we realised that an extra month of Nov. charged us equal to 6 months IHS, so she did not complete the application and want to withdraw/cancel it and start a new application.

How can we get the refund of IHS for an incomplete application?
Please share your experience and advise. Thank you.

IHS is charged at £400 per year or £200 prorated for any part of a year, ie in 6 month increments.

My question was can we apply for refund of IHS payment before submitting the application? We need to start a new application with new visa dates.
