PBS dependant extension - apply earlier than 28days?

Hi

Can my wife apply for her PBS dependant extension earlier than 28 days?

I am now ILR and I got it through the T2 5years route.

Her current PBS dependant visa will expire in Feb next year but we would like to apply now.
