Are Project Managers acceptable referees?

Hi,

There are a few topics about this but not a definite answer. Are Project Managers included in the category called "director, manager, or personnel officer of a VAT registered company"? Or Do you know anyone who successfully had a project manager as a referee?

I read a post where someone says that he had his line manager down and the application was successful, otherwise mixed comments

Any idea?

No. Manager means the person running the company

It is a multinational company with 180 offices. We have one CEO but he doesn't run the company by himself, there is a managerial structure with different managers and directors. I'd be surprised if they only meant "the person who runs a company"?
