Delayed BRP and applying for famoly visa extension

I applied for tier 2 extension as super priority, got email of approval next day on 29th August but still haven’t received BRP, filled the form for delayed brp twice but got reply that there is technical issues in producing your brp. I didn’t apply for my spouse and kids visa extension at that time but now i need to apply for theirs as their visa expires on 22/10/2019.
1. Any one in same situation where the brp got delayed, what to do?(have emailed MP as well)
2. Can i apply for spouse and kids visa without having my BRP?

Thank you. I am getting uneasy about the delay in BRP. I wonder what the technical issue means?

BRPs are not produced by HO physically. It is another agency that does them in Wales. Many have had this issue recently.

Even after 2 emails and calling help line. What should i do for family visa extension? Apply without a brp and attach the approval letter?
