Tier 5 (Temporary worker - Government Authorised Exchange) To Tier 2 Dependent Visa

Hi I am currently working on a Tier 5 (Temporary worker - Government Authorised Exchange).
My husband is working on a Tier 2 General visa (valid till Sep 2022).
I have 2 questions:
1. My visa expires on 15/10/2019--> Can I apply for a Tier 2 PBS dependent visa in UK or I need to return to apply?
2. If I have to return back to apply then can I apply online while in UK and attend on BRP appointment in India when I return.

You can apply to switch within the UK.

Thanks a lot for such a prompt response.

I have been told that a Tier 5 visa holder has to go back to home country to apply.

I am not doubting your knowledge but, could you please forward a link saying this please?

As my current visa expires on 15/10/19, I won't have a lot of time to reapply so just wanna be sure.

You would have to return home to change to tier 2 general main visa holder.

You can switch to a dependent visa if you meet the requirements.
