complex issues relating to the European Convention on Human Rights

Hello
I applied for a Tier 2 extension for myself and my family and I supposed to receive the decision in 5 days. Today after 5 days HO sent me this email mentioning "raises complex issues relating to the European Convention on Human Rights" which is really worried me.
Does anyone have any idea about that? Did you have the same issue before?

Although we would normally decide your application within ten working days from the date it was submitted, unfortunately this is not going to be possible in your case.
This is because your application raises complex issues relating to the European Convention on Human Rights and we require further time to consider your case thoroughly and reach a decision.

It is a standard generic responsive
It just means your application will take longer.

Are you sure about that?
Why they did mentioned "Human Rights"..what does it mean?
