Education Loan for Student Visa

I am taking an education loan for my programme IN UK . The Uk visa guidance document has clearly mentioned this for students who take an education loan:-

If you are applying from overseas, the loan funds must be available to you before you travel to the UK, with only two exceptions: •
1.the loan is an academic or student loan from your country’s national government and it will be released to you on or before arrival in the UK
2.the loan funds are or will be paid directly to your Tier 4 sponsor before you travel to the UK and the living costs portion of the loan will be released to you on or before your arrival in the UK.

Since I fall in category 2, according to this, should my loan funds with full tuition fees be paid before I travel to UK????? or is the deposit enough???

It says

I don't think there is ambiguity there!
