Help Please My mum recently visitor visa refused although she visited me in UK 4 years ago

Hi All and thank you for your advice in advance.

My mum visitor visa recently refused although previous one was accepted 4 years ago and my mum complied with visa terms. UKVI refusal Reasons as attached (Just add www. The difference between recent refused application and previous accepted one is that my mum had a saving account for £1000 4 years ago and now not. My mum still have my sister and sister's family in the home country and another sister living in UAE where my mum visited her a lot in last 4 years. My Mum is 69 years old and one of the refusal reason that they expecting her to get married in UK what is ridiculous.

My personal circumstances is My family and me British citizens having kids, own our home and have spare room for mum, me and my wife full time working for our own limited company.

What evidence did she submit to show her strong ties to home country?? It is much harder to get visitor visas for elderly parents these days.
My Mum is 69 years old and one of the refusal reason that they expecting her to get married in UK what is ridiculous.
I suggest read the letter again, very carefully. It does not state this anywhere in the letter. Your are misinterpreting something completely.

Much less important than her showing her ties to home country.

submitted nothing, so if it's good idea to resubmit we will add my sister birth certificate along with proof of address to prove she still live in home country.

They mentioned paragraph 4.10 for refusal which saying

Marriage or civil partnership
V 4.10 The applicant must not intend to marry or form a civil partnership, or to give notice of this, in the UK, except where they have a visit visa endorsed for marriage or civil partnership.

Yes you are right I didn't notice that. so could please recommend what is the best / right way to deal with that?
