From ICT main to Tier 2 general dependant

Hi! I have ICT long term visa, my partner has Tier 2 General visa. I would like to switch on Tier 2 dependent because I consider to change my job. So I have questions:
1. Can I switch to Tier 2 dependent visa from inside the UK while I have ICT visa?
2. Will cooling off period apply?
