SPOUSE VISA APPLICATION IN THE UK

My wife and 2 children live in the UK and they are all British Citizens. I come regularly to visit them on visitors visa because i work in Nigeria. i now want to apply for a spouse visa.

Can i make my application while am in the UK on a visiting visa?
