I suppose it may depend whether you are deriving an income from it. That seems to be the whole point of a buy-to-let property, hence it appears to be a "business activity".
That's up to the lender, but that scheme closed to new applicants on 30 November 2019 anyway.
You need to check the features, terms and conditions with the lender. It is not an immigration matter.
