I would suggest that she return to her country of origin before she is deemed unable to fly.
Otherwise, she will get charged at 150% the cost for any NHS services that she would use, which could easily run into the thousands of pounds for a straightforward birth. Any unpaid NHS charges will impact on any future immigration application that she makes.
I don't think that there is any provision for a person on FLR(FP) to sponsor a spouse. What is the basis of your FLR(FP)?
I've been in the UK for like 18 years but was brought here as a minor (5 years old) and overstayed. You cannot sponsor anyone until obtaining the ILR. There is no discretion over this mandatory requirement/criteria regardless of your length of stay in UK.
