Uploading Sponsors Documents at TLS

Hi,
I was wondering if anyone knew if The TLS Centres outside of the UK scan and upload documents for the UK Spouse? I have received conflicting information and been told that they no longer scan documents for the sponsor based in the UK, and that this needs to be done in the UK, any help would be much appreciated, thanks
