No need for separate Appendix 2 of VAF4A and sponsorship undertakings anymore with new applications?

Hello
A friend of mine applied yesterday from Iran to join her husband and I see the form already asked for partner finances and when they met/married etc and it is about 16 pages application now.
Also on the document check list and What to do next does not ask for sponsorship undertaking form or appendix 2 to filled separately.
Anyone can please confirm .

A maintenance undertaking is not required under Appendix FM of the Immigration Rules if applying without a financial requirement exemption.

The husband is self employed and earning over 20k so he does not needs to send appendix now as it was already part of the application now?

Also VFSGlabal registration is not working? where the husband can send the documents in uk?
Can he send the documents before the wife appointment?
