PLease number to call if NHS surcharge payment has been exceeded

Hi Everyone,
Please i was sent an email to pay a topup for my NHS fee and i tried 5 times with my card and my declined it the fourth time so i called my bank and they allowed/approved me to do it but on the fifth time it also got declined and RIGHT NOW I CANNOT PAY ANYMORE AS THE LINK KEEPS SAYING PAYMENT LIMIT EXCEEDED.
I have caleed several numbers on the UKVI website without anyone giving me right and accurate number to call and help me deal with and the worse part is that UKVI gave me up to 15th of this January. i Have emailed all the relevant email address and still no help.
please can someone help me out. I am so so frustrated. i only have 39 days to my ILR and still i have to pay this and now this problem.
All i need is for UKVI to send me a new form online to pay the extra £800 pounds that is the top up.
Please if any body is out there to help please do as i only have 2 days to 15th.
My card is now working perfectly and i can pay now but there is no new form online with the link to pay as the last one sent to me by UKVI is showing payment attempt exceeded.
