Visa for parents during my Tier 2 ICT extension

Hello,

My Tier 2 ICT Visa is expiring in 2 months and I need to invite my parents to UK for 6 months. I cannot wait until my VISA is renewed as there seems to be a big delay in the process now.
1) Can I invite them while my VISA renewal is in progress before I get the new BRP card?
2) Can a friend of mine invite them instead? (providing his visa details, bank statement etc.)
