ICT to Tier 2 Dependent VISA

HI All,

My wife is working here on ICT VISA and I am on Tier 2 general VISA. Now she want to change visa into Tier 2 PBS dependent VISA. Can she apply from inside UK or she need to go back to India to apply the new VISA?
