English Language requirement problem with FLR (FP) 2nd extension

Hi All, I'm looking for some advice please.

My friend has ILR, he has applied for naturalisation nearly 3 months ago but hasn't heard anything. His wife has FLR (FP) 10-year partner route visa. Her 1st extension of 30 months is expiring in a week time.

My friend has started the FLR (FP) application form and has almost completed the standard required information. His worry is the English requirement.

His wife (the applicant) passed the IELTS exam back in September 2011 when she arrived to UK from Pakistan. The same IELTS was submitted back in 2017 for 10-year partner route visa renewal.

Now, he noticed that an application has stricter English language requirement but he is unsure what to do.

Please advise.

Is English requirement in this case is necessary?
Any advice would be greatly appreciated.

Usually those who either haven't passed the correct type or level of the required English test are being switched into flrfp which may mean it is not necessary for flrfp visa holders. But according to few members the application form still asks for English language test.
