Unable to provide birth certificate

I am due to apply for citizenship by naturalisation by end of this year. The issue is I do not have birth certificate . I was born in kuwait and my parents had to come home due to the gulf war crisis in 1990 , while I was still a child. They lost all the important documents in this including my birth certificate. Now it is not possible to obtain it from kuwait and I do not know what can I do about it. The other thing is to give birth affidavit if I can but at the same time I will have to provide an evidence that I tried to get the certificate. Also , I am uncertain if it will delay my application or end up in refusal .

I have seen similar situations with other countries.

I don't know for Koweit. But there must be a central authority where you can send your birth certificate request. If they don't have it, they will send you a letter explaining why.

But they Koweit requires either the applicant, or his father or his grand-father to be physically present in order to get the certificate.
