Academic Reference from Department instead of Student Services

I have completed all my exams and final project for MSc. However, the degree certificate and academic transcript has not been issued yet. In this case, the requirement is to submit an academic reference document issued by an authorized official.

My questions are:
1. Who would be the authorized official?
2. The student services at my university simply issues a certificate of registration (not used for visa purpose) and does not issue an academic reference. Therefore, I have requested my department to issue an academic reference document on official headed paper and with department's stamp. This document contains my name, course title, duration, the date I had my final project viva (completion date), and the mentions that final result will be announced after mid Feburary only after that certificate and final transcript will be issued.
Will this letter be sufficient as an academic reference?

Hi, i am swtching from tier 4 to tier 2. I have completed my studies but the result has not yet been announced. The student services said that they cannot issue academic reference. They can only issue award letter or transcript once the course has been successfully completed.

Therefore, I got the academic reference from the department. Will the reference from department on the official headed paper with a department stamp be sufficient?
