Tier 2 license

Hi all
I have four question in one post. I was on student (tier4) visa valid from 2017-jan 2019. I successfully completed my degree. I had medical emergency in jan 2019 and applied for FLRO. I had first hearing in August 2019 but the outcome was not in our favour and we appeal again to seek permission which was again refused, and then we appeal again in January 2020. We did not hear anything so far. Meanwhile I got a job offer and the company did not have any tier2 license but they are happy and willing to apply on my behalf.
So my 1. question is- what documents do the company need to show in order to get the tier2 license.
2. As my status is FLRO applicant, can home office allow me to obtain the COS or will they reject my application.
3. What are the success rate of obtaining license by the company and then giving me COS in my case.
4. I studied different degree from London but have the job related degree and work experience from my country; will the home Office considered me valid and genuine candidate.
Note- the company already done the residents labour market test and luckily I was one of the successful candidate in terms of getting the job.
