Dependent EC from Spain

Hi

I have been living in Spain for last 10 months and my wife who is India has recently received her hsmp approval letter. She plans to apply for the EC from India. Once she receives her EC can I apply for the dependent EC from Spain or do i need to go to India.

Please advise.
