Tier 2 Dependant - Opening Limited Company

Hi all,
I hope everybody keeping safe!
My wife is on Tier-2 Dependant visa. Can she form her own limited company and become director of this company?

I do understand that I can't do it as I am working for sponsor but she can work in any place apart what is stated on her visa.
Hope somebody will be able to help.
