Does anyone know how can I request my passport back?

I had applied for Priority tier 2 visa from India VFS centre on Mar 6th. I understand from UKVI that my application has been processed, however I did not get my passport due to lockdown in India.

VFS has asked me to wait until the centre opens. Lock down restriction in India have been eased however, Centre will open based on directive of Home office. There is no clarity on when will it open.

Does anyone know -
1. Stance by home office on atleast partial opening of centres to return passports/documents?
2. Who can I reach out to raise this request? I have already emailed UKVI and VFS global. However there is no answer. They say to wait until centres reopen.

Appreciate if anyone can guide me on this.
