Seven year child residency immigration

My first UK visa was granted on 27th August 2008 under Tier 4(General) student category. I arrived to the UK on 26th September 2008 with my wife (Tier 4 dependent). My Tier 4(General) student visa expired 31st January 2010. Then I applied for a Tier 4 extension visa in January 2010, but it was refused due to lack of evidence for funds. Then I appealed against the decision and the Tier 4 general student visa was granted from 19th July 2010 to 30th April 2012. My wife was under Tier 4 dependent category and she completed a master in the UK during this time. Then she applied PSW visa based on her studies and the PSW visa was granted from 02nd May 2012 to 02nd May 2014. I was PSW dependent. Our child born in 23rd September 2012 in the UK. We went to home country (Sri Lanka) on 02nd May 2014 and spent 7 continuous months there. Then, my wife received a scholarship for full time PhD in the UK and her Tier 4(general) student visa was granted on 25th November 2014. We arrived to the UK on 21st December 2014 with our child. She completed a studies and now she is on her Tier 4 doctoral extension visa. Our child and I are her dependents under this category. From 21st December 2014 to present we have been continuously living in the UK. Our visa (Tier 4 DES) will expire on 24th June 2020.
My child’s continuous seven years in the UK from December 2014 will complete on December 2021.
1. My child is now, 7 years and 7months old. Can we apply for his UK visa under the 7 years child visa route, despite his 7 months stay in home country? If we apply so, will it refuse?
2. If my wife is not able to get a Tier 2 sponsorship before our visa expires, and without applying for Global Talent scheme and if we can’t apply my child’s PR based on his seven years , what are the other options for us to live and get the UK visa?
3. Is there an option called a fee wave if we are not financially strong enough to pay application fee and NHS surcharge?

7 year child visa is NOT ILR. It is a 10 year route, 2.5 year visas X 4.

The child needs 7 years continuous residence.
