NHS staff exempt from paying IHS fees

Hi All, It is good news on 21st May that PM exempt IHS fees for overseas NHS staff.

But does it apply to all visa category?

As my wife is on dependent of British citizen. And she have applied visa extension online on 7 May.

any ides appreciate it is too early.
